I have my phone announce when the battery level drops below 80%, 60%, and 40%.  
Of course, each of these announcements requires its own shortcut.

If you would like to have your iPhone automatically announce when the battery 
level falls below a certain percentage, with VoiceOver enabled, do the 
following:

1.
Launch the Shortcuts app.

2.
Select the Automation tab, located near the bottom of the display.

3.
Select the Add button, located near the top right corner of the display.  A 
list of choices will appear.

4.
Select Battery Level.  A new screen will appear.

5.
Adjust the slider to the desired battery level that will automatically activate 
the shortcut.  The default level is 50%.

6.
On this same screen, select the “Falls Below” option.  Of course, you should 
select either of the other two options in this area, as well.

7.
In the third and final area of this screen, select the “Run Immediately” 
option.  Selecting this option will cause another option to be displayed said 
option being to not only announce the battery level but to also place a 
notification in the notifications area.

8.
Select the Next button located near the top right corner of the display.  A new 
screen will appear.

Now the following step is where we, as VoiceOver users, have to take one extra 
step than does our sighted counterpart because of what I assume is a small 
VoiceOver bug that, in essence, is of no real consequence, at this point.

9.
Select the “Get Started” Button.

10.
Select “Speak Text” by performing either the VO split Tap or the VO pass 
through gesture.  This will both select and open the first level of options to 
the Speak Text function.

11.
Place VO focus on the line that VO reads as “Speak Text”.

12.
Single-finger, swipe up until you hear “Edit text,” and select this option.  
The edit field for the “Speak Text” function will open and you can either use 
the keyboard or dictation, to type the text that the TTS engine will announce. 
For example, “Mark, you devilishly handsome guy, the battery level has fallen 
below 50 percent.”

13.
Select the Done button located just above the on-screen keyboard, on the right 
side of the display.

14.
Test the announcement by selection the “Run this Shortcut” button, located near 
the bottom right corner of the display.

15.
Finally, select the Done button, located near the top right corner of the 
display.

16.
Close the Shortcuts app.

That’s all there is to it.  The next time the battery level falls below the 
percentage you designated, it will be automatically announced,outloud.
