This is a new setting. I can't remember exactly when it was introduced. It allows you to keep your rotor on the setting you leave it at, instead of allowing iOS to decide when it should change. There are some situations when I find this setting quite useful. I like to use it if I'm reading a long email that has a lot of headings in it. This way I can change the setting to ensure that it stays on headings even if I flick through the email.
