The magic word is “touch cursor”. Here is Jaws speech history from where I 
press Control + Comma (of course that is the punctuation symbol not the word, I 
tab to “Files” expand the “Media folder location“ and then switche to the touch 
cursor which allows me to hear my library’s location. As for the other 
categories or tabs, only the first one, General, automatically speaks the 
explanation, for the other ones you can also switch to the touch cursor and 
arrow left twice to hear the explanation, then I switch back to the PC cursor 
and tab on to the next one and repeat. Here it goes::

I press Control + Comma:
Settings, General, Library name, choose how to show lists, and more  Button 
(Jaws is automatically focused on that. I press tab:
Playback Button, I switch to touch cursor and arrow right twice: touch, How to 
fade songs in and out, change music sound quality during playback, and more. I 
switch back to PC and tab again
Restrictions Button, touch, Turn content & privacy restrictions on or off, 
Double tap to activate the PC cursor, PC
Files Button, touch, Organize your Media folder, Double tap to activate the PC 
cursor, PC
Advanced Button, touch, Automatically download album artwork, control 
MiniPlayer and video playback windows, and more, Double tap to activate the PC 
cursor, PC

Now back to Files which I activate by pressing enter:
Files Settings, Media folder location, Media folder location collapsed
I press spacebar to expand this, then I switch to the touch cursor and arrow 
right:
Touch, Media folder location, Select the Media folder location, where songs and 
other files you import are located
C:\Users\siegh\OneDrive\Music\Apple Music\Media
I press tab and get the "Change button" which would let me change the location
You could also tab once first to the "Change" button, then turn on the touch 
cursor and arrow left once to hear the media folder location.
Tab again and you get "Reset button"
Tab again and you get "Keep Media folder organized, not checked", you can 
switch to touch here and arrow to read:
Places files into album and artist folders, and names the files based on the 
disc number, track number, and song title
Finally a last tab gets you to a "Back button" which takes you out of the Files 
category/tab and back into the main settings tab.

All Apple has to do is add the ability to copy/sync Tones through the Apple 
Devices app and come out with an app for Podcasts and Books and iTunes can go 
Bye-bye.

For anyone who downloads Apple Music for Windows, here is a link to the user 
guide.
So far, the only accessibility issue I have come across in the settings is on 
Settings, File, there is a box with the location of your library.  No screen 
reader will read the path.  So I thought it might be blank.  Fortunately, my 
sighted wife was around so I asked her to check.  Sure enough, my default 
library location was there, so I didn’t need to change it, or risk messing it 
up…
