I should also mention that I use the App Library less now ever since IOS added the spotlight search to the page switcher right about the dock. Now when I want to bring up a slightly used app, I just double tap on the page switcher and type in a few characters until the app pops up and then I double tap on it.

In other words, flick down to edit and double tap, flick down to add to drag session and double tap. Find where you want to drop the app on your home screen and flick down to drop before or after and double tap.
