There are three settings one needs to turn off, unless you know that you want 
them on. Turn off wifi assist, which switches to cellular when wifi is weak, 
icloud drive which uses cellular to transfer data to icloud   if wifi is weak, 
and icloud backup which uses cellular if wifi is weak. These settings are  in 
settings, cellular, near  the very bottom of the list of things that 
potentially uses cellular. Two other things that can eat cellular data: Turn 
off automatic app refresh, settings general, and automatic update in settings, 
general, software update.
