He's simply wrong about that guideline. Those guidelines are for third-party developers who submit apps to the App Store. Only that team will be able to ultimately make the final decision. Those guidelines are Apple telling developers what's expected of them on the App Store, Apple wouldn't write and publish guidelines for Apple themselves. In this case the support person is incorrect.
