Hello, I expect this will be a start to your process. It appears to be that one logins to icloud.com/contacts/ and then can export contacts from there. Personally while trying to guess how to do this I found the select all in the more menu, but did not find a way to export the selected contacts.
Of course if you have a Macintosh or have the iCloud app for Windows then you should be able to use the functionality of your computer to do the export.
