It is in Settings > iMessage, but it is entirely up to the recipient whether 
they want you to know if they read the message or not.
You can turn it on, but if you exchange an iMessage with somebody who does not 
turn it on because they don't want others to see if they read a message or not, 
then there is nothing you can do about it.
It also works only with iMessages and not with regular text messages. Maybe 
once iOS 18 is out and RCS support is widely added by all carriers, this will 
also work if you send a message to an Android phone, but while I do see "RCS" 
when I send text messages to some of my contacts using the iOS 18 Beta, I don't 
think I have seen a confirmation it has been delivered or read.
