Looks like if you're going to double tap and hold, you need to hold it for a bit. I wouldn't bother with the double tap and hold though. I'd just flick down and double tap on edit. After this you can go to the item you want to move and flick down until you get to drag. Double tap on that and to go to where you want it located and flick down and double tap on drop.
Note none of this works if you flick up with three fingers in the App Library to alphabetize everything in your library.
