I see RSS feeds when I open webpages. Pardon my ignorance, what are these feeds? Do you have to pay for them? Curiously and looking for knowledge Reggie

My Windows 8 PC is set to refresh every fifteen minutes, and Simple RSS's push alerts are beating it every time. It's pretty simple, easy to navigate, and has decent sharing features.
