What do you mean? Are you saying that when you try to perform the roter gesture, VO starts reading the message to you instead of going into the roter settings? If so, VO is thinking you're doing a two finger down sweep. Make sure when you start the roter gesture, your fingers are moving in opposite directions, i.e. one finger is moving down while the other finger is moving up.
Once you get the roter gesture down, repeat it until you hear "words". A flick up should then read the previous word and a flick down should then read the next word.
