No, you can add Airplane mode, cellular data and personal hotspot, but not Bluetooth or Wi-Fi. There is a Shortcuts heading in the list of available items which has 2 items, " Shortcut" and "Open app", I think maybe it might be possible to make a shortcut to toggle Bluetooth, but can't say for sure. Of course you can just swipe down from the top to open Control Center and then toggle Bluetooth there or ask Siri to turn it off or on. I wrote out the entire list of available actions/apps below, whenever it says "Heading" it means if you turn the rotor to heading you can navigate to any of these headings and then swipe right to the individual items. Keep in mind that "Just Press Record" will of course only be there if you have that app and maybe you have an app which supports this which is in your list and which I don't have.
