Yes, I am quite sure it used to be under clock, which is where I looked.

It would be nice if Apple would put out a list for each new iOS to say where 
they moved things in settings.

Hello listers.

 

A couple of days ago I( had asked the list how I could have VO not speak the 
seconds when saying the time. I couldn’t find that setting in Watch OS 11. I 
finally did find the setting under Accessibility/VoiceIOver. It’s called “speak 
seconds” which you can toggle on/off. I wasn’t finding it before because I was 
looking under clock settings and didn’t think to look under VoiceOver.
