It is definitely possible, but not with Whatsapp and it’s also not free. There are many apps which allow you to call land lines or mobile numbers in other countries, Skype would probably be first on my list as it’s very accessible and you can either buy a certain amount of Skype credit which is then used up at whatever calling rate Skype has to the country you are calling or there are also some plans which give you a certain amount of minutes. Other apps are Rebtel, Keep Calling, Libon, Talkatone and there are literally dozens more. One which also is very good and gets good reviews regarding end to end encryption is Viber, but unfortunately I find it is very inaccessible. All of these apps require you to buy a certain amount of credit which is then used up as you make calls. If you are in the US there is of course Google Voice as well.
