Yes,
That seems to be a new issue.  I'm on the 16 Pro and it often does the same 
thing.
Sunday, I think it was, it worked correctly.  But, it is quite confusing.

Siri says “do not disturb is already turned on “ I then  ask Siri  " turn off 
do not disturb."
Siri  says “do-not  disturb is already turned off”
I’ve used this command successfully in the past.
Wondering if others have this  issue.
