I can use BSI in table top mode on my iPhone 11 just fine. I just find it easier for my fingers to get off track when they’re just hovering over the iPhone, which I would think would be the same case with an iPad. Plus, my hands get more tired after a while using table top mode than they do using away mode.

The iPhone simply doesn't have a large enough screen to make tabletop mode very practical, at least in my opinion.
