1. You will have to buy your phone in Mexico since all US phones since the 14 only have eSims. 2. I'm not sure what phone would be considered small since the newer phones since the 14 dropped the mini. And only the SE phones through 3 are the size of the 8. Newer phones are bigger.
I'd suggest getting the measurements of the phones either by calling Apple or web searching for phone specifications for the 15's and 16's. Those I think will have the newer processors from the SE 3. I like my 16 pro, and I like the side camera control button. But that is probably more phone than what you want.
