This is where the individual voice volume comes into play. When you go into settings, accessibility and VoiceOver into your voices you'll see that each voice has its own individual volume. You put that voice over volume where you want it, then you go back in with the rotor and set your audio ducking strength above 100% depending on how strong you want it to be. I have mindset at 165%. My actual system volume with the side buttons is set to 12, and I have Alex's individual volume set to 10. Once you make an adjustment to an individual voices volume, you can't control that volume with the rotor anymore until you reset the voice settings for that specific voice. When you turn audio ducking on, it will take your rotor voice volume up past 100%, so that's why you make the adjustment with the individual voice volume in settings.
