Robert, I have a playlist with all the Beatles albums. I opened that playlist, and double tap£ed on shuffle. I took note of the first few songs that played. I close the music app out of app switcher. I opened music again, and selected the Beatles playlist, and double tapped on shuffle, and it started with a different set of songs. I repeated this three times, and never had the same songs starting out the playlist. So, I cannot duplicate your issue.
