Have you tried other voices?
I just tried it with Tom Enhanced, and Nora, the Siri voice 4 with some adjustments and the volume control in the rotor worked. I tried it both with audio ducking off and set to while speaking. When I got to the lower volumes it got softer and softer. I don’t doubt there is an issue, but it isn’t apparently on all phones. I have the 16 pro running the standard release version of 18.1.
