Have you tried talking to Apple Accessibility?

I have not experienced this issue on my iPhone 16 Pro, but I have on the Apple
Watch since 11.1 was installed…

I have not contacted them as yet.

Subject: distorted voiceOver speech

hello.

I'm experiencing an issue with VoiceOver on my new iPhone 16 Pro Max. Here's
the problem:

The screen reader initially speaks normally, but after about a second, the
audio quality significantly deteriorates. The speech becomes distorted and
unclear, though still understandable.

Important notes:

- This issue only affects VoiceOver speech

- Other audio functions (Siri, system sounds, general audio) work perfectly

- The problem persists even after trying the following solutions:

  * Changing the primary VoiceOver voice

  * Adjusting audio ducking settings

  * Turning off sounds and haptics

I would greatly appreciate any assistance in resolving this
issue.
