The way this would work is to use a settings Open URL. Basically its a link that either takes you to a particular place in settings, or it toggles the setting.
Now Apple use to let you have a link that would take you to a place in settings, but they limited what settings could be toggled. It seems that the Settings URL structure has changed with ios 18. So you might be able to find the link that would take you to that setting, but not sure if you would be able to toggle it. If you can find the link, then you just create a new shortcut, add the action Open URLS, then paste the link in that action. Sorry I could not be of further help.
