Try deleting the app and installing it again. Since I have the 16 pro with Apple Intelligence, the Chat GPT was installed when I updated to 18.2 I think.
I never installed it, but it was there. Mine defaults to the keyboard entry, and there is a button above the keyboard to switch to voice mode.
