Definitely not an obvious thing as there is no delete option in the rotor nor 
is there a delete button when you open a message.
However, it seems sighted users can swipe across a message from the right edge 
of the phone to the left and it is deleted and you can do the same if you start 
with a pass-through gesture which is a 1-finger double tap and hold.
I thought I try this because I believe that is how sighted users delete emails 
and such and it does work. So again, do the following:

Start with any message you like, do a 1-finger doublwe tap and hold near the 
right edge of the screen and without lifting your finger or waiting for too 
long, swipe/drag your finger across to the left edge of the screen.

You can touch near the bottom where it shows "Messages, 20 or whatever the 
number of messages you have is and confirm if the count went down by one.
Considering this app is I believe the official Environment Canada app, you may 
want to send them a message and tell them what is happening and ask them to 
offer a delete option as part of the rotor.
For example, the rotor could simply contain "Activate, default" and "Delete", 
then you can simply swipe up ro down on any message to delete and double tap.

Although, since you are obviously in Canada, you may want to consider the app 
called "Weather Office". It uses Environment Canada data and for the most part 
I prefer it although the hourly forecast is not available or at least not 
accessible in the Weather Office app where it is in the WeatherCan app.
