Open Control Center. Then, if it isn't already on the screen or screens, if you have multiple screens, Double tap on More Controls and find it. You probably want it on the first screen of control center. Then, when you want to scan a QR code, open the control center and tap on Scan Codes, at least on my 16 pro it now says Scan Codes, whereas before it said Code Scanner.
