You may have to call your provider and see what is happening, I can't think of 
any Setting like this except to make sure you go to Settings > Apps > Messages 
and make sure you turn on "Sent as text message" which means if somebody has an 
iPhone but for some reason they or you are not having any data connection that 
any iMessage is sent as a regular text message.
I would also tap on "RCS Messaging" and turn it on if it is not on, this is a 
cross platform standard which makes sending text messages to Android users more 
secure and it will show you delivery status as with iMessage.
Near the top is also a Setting where you can select your default messaging app, 
not sure in which version of iOS this was introduced because I think it's new 
in iOS 18 and maybe even was introduced with iOS 18.2 or 18.3 and I don't know 
which version you are on. If you have it make sure it is set to "Messages" 
because if you have WhatsApp on your iPhone and for some reason it's selected 
as the default this may not be such a good idea.

I have an SE3 and used to be able to send text messages to someone. Now when I 
send a text to that person I am told “free msg. Unable to send message. Message 
blocking is active.” I don’t know how it got like that. How do I disable this
