They can. I gave instructions how to set it up, and Richard says that when voiceover is on, Attention Awareness is turned off, which is what you want in order to accomplish facial recognition especially, when there are eye issues.

It gets rather insistent that you have one, but you can keep hitting a do not use passcode button and eventually you should be able to set up your phone.
