Well the phones also use public hotspots MAC addresses to determine location. 
It was quite interesting in New York City, I would be on a location on 8th 
Avenue and my phone would tell me I was on 6th Avenue. But then going 
downstairs into the lobby of the building my phone would know I was at 8th 
Avenue. It seems the comcast hotspot in the Apartment was confusing the GPS and 
moving me 1/4 miles away.
