I have never had a problem of announce incoming calls working with VoiceOver on. IN fact, I just had a call a couple of minutes ago and it told me who was calling. There may be a setting in notifications that needs to be on, and also, for Siri. I can double check if it still isn't working what settings I have. Hi Carolyn, I know exactly the setting you're missing. Go and adjust the setting that says announce incoming calls. Make sure that is turned on. Then once it's turned on if you can call yourself and make sure that it works that'll be good too.
