Using an iPhone SE3, I'm also experiencing this issue.

I have YouTube Premium and using an iPhone SE 2^nd gen. Until yesterday I was able to speed up playback. Then I suddenly found in the speed adjustment dialogue the only choice was 1X. I rebooted with no change. I removed and redownloaded YouTube and it temporarily fixed the issue and I had other options for speed selections. Then, it reverted back to 1X after a couple video viewings. I again removed and again downloaded YouTube with the same result – temporary fix and then reverting back to 1X as the only option.

Is anyone else experiencing this issue? If so, has anyone figured out a permanent solution?
