It's not the same for every user, but most frequent method is to open the 
article page in Safari and share it to Speech Central (pick 'Listen Now' or 
'Add to Books & Articles').

There are few other methods, you can add RSS feeds and home pages to 
Headlines (either through the option Popular Sites or by sharing from 
Safari). More advanced users can also add RSS URL. That way you can listen 
to the Headlines (or read them with VoiceOver) and add their articles from 
rotor in the Headlines list.

Then you can also use Pocket sync which may be useful if you want to add 
items from the desktop browser and sync to Speech Central.

There are some more possible paths (like copy & paste of web addresses or 
adding to the Mac app and syncing from there).
