I have no idea what you mean. It is a Siri setting, so yes, it is only for using Siri, And if you are asking Siri to do something, and it is being interrupted, then you have Siri enabled.
Again, the setting is under Accessibility settings, and Siri which is way, way down the settings under Accessibility. Or, are you talking about another interruption?
