Richard is spot on, if the other party turns on silent mode or a focus then that is what you get and except for asking if they are aware of it you can’t do anything unless you ask them to give you their phone so you can turn it off. Of course maybe they like it that way, I know lots of people who don’t ever want their phone to ring.
