Are you wanting them to switch to the iPhone from the iPad and vice versa?  Do you want to listen to both devices at one time?  If the latter, I’m afraid that is impossible, even with the AirPods.  However, the AirPods will switch seamlessly from one device to another that is tied to your Apple account.  I recommend the AirPods Pro 2.
