Yes.  Here is the workaround:

 

*       Go to settings > accessibility > VoiceOver > Braille.
*       Turn on “Show hidden keyboard”
*       Now attempt to type as you did before the problem.

Have been dealing with a weird issue all morning, and I don’t know why this is 
happening.

Earlier today, I reset or restarted my iPhone and got a message that said 
“Keyboard Hidden.” Usually I get that message when I’m using my Bluetooth 
keyboard, but I wasn’t using it, and that particular keyboard was both off and 
nowhere near me or my phone.

I did another hard reset, and I got the same message. I went to my Bluetooth 
keyboard and typed a text, and that worked fine, but when I turned it off, the 
keyboard didn’t come back to normal onscreen.

I can do Braille input just fine.

I also unpaired my Bluetooth keyboard, followed by another hard reset, and I 
still get that message.

I had someone sighted look at my phone without VoiceOver being on, and he went 
to the Notes app, hit something, and was able to type. I turned VoiceOver on 
and was able to type normally again, but I decided to do a final hard reset, 
and the issue came back. 

What is happening here? Is this somehow a VoiceOver thing? It is a weird issue.

If anyone has ideas, please send them my way.
