I would, first of all, recommend you upgrad to the latest version of iOS which is 18.4.1, but regardless the Rotor item under Settings > Accessibility > Voiceover has not changed. After the Voiceover practice area and Voiceover Tutorial, I first get to Speaking Rate, then I have the following: Speech Braille Voiceover Recognition Verbosity Audio Commands Rotor Activities Typing Quick Settings Navigation Style Navigate Images Large Cursor Caption Panel Delay before Selection Double Tap Time Out
Once you double tap on rotor, you have to again tap on “Rotor Items” before you can select or deselect items or reorder them in the list. There are also a couple more things below that, the next I also find important and I personally make sure it is turned on. It is “Change rotor with item” and it gives you different options in the rotor based on what type of item focus is on.
