You can’t copy to the file system in iOS because Apple has that locked down, this is not like Windows or Android where that is possible but where it also opens up the doors for viruses.

You can create folders in the files app. I understand they are technically called labels, but they work the same as folders. You can do things such as copy and paste. A friend gave me some music on a thumb drive. I connected this thumb drive to the USBC hub and connected the hub to my iPad. I was then able to copy the music from the thumb drive to iCloud drive using the files app. I don't see why I couldn't copy it to the local iPad file system, but I did it to iCloud drive since my iPad is only a 64 GB model, so I'm being conservative with what I put on the local file system.
