Because Face Id strictly uses the front camera/whatever sensors are there to recognize your face and has absolutely nothing to do with the back camera. For Facetime calls you also use the front camera if you want the other person to see you and by default Facetime calls always default to the front camera. You can switch them to the back camera just as you can with video calls in WhatsApp or Facebook Messenger if you want to show somebody something without having to turn around your phone, but again the additional lenses an iPhone 16 has (it has 2) or the 16 Pro (it has 3) are not coming into play here. The 16E is cheaper primarily because of the simpler camera system.
