Siri cannot do VoiceOver gestures. If you want to control everything by Voice, which Apple does allow for those who cannot use VoiceOver because of physical disabilities that prevent using their hands that way, it i called Voice Control, but it is completely different than VoiceOver and requires a lot of very specific commands that most people will not want to deal with if they have the option not to. I have a pretty detailed set of commands and explanation on my web site from when it was in beta. I've not updated it, but I do not think it is much different, but have not had any request to change or add to it.
