Is silent mode off in sounds and haptics?

While VoiceOver announces the caller's name through AirPods or when near the phone, the traditional ringtone is absent. I have checked all relevant settings, including Notifications, Phone, Sounds & Haptics, and Accessibility, and they appear to be configured correctly. This issue began approximately a week ago, following a phone restore, though the ringer may have worked for a brief period immediately after. Any assistance in resolving this would be greatly appreciated.
