Do you use the same voice for Siri and VoiceOver? If so, I would change that. I have never had Siri say that when asking Siri to make a call. VoiceOver may say "call recording" if the focus happens to be on the Call Recording button, but until it is double tapped, no recording can take place. If a recording is done, it is in the notes app in its own folder called something like Call recordings.
