The phone appon my iPad Mini A17 works perfectly fine. I've used it on several occasions. I have a separate tablet line, but all calls go through my phone line specifically. My iPhone and iPad are signed in with the same Apple ID, and I have it set up to be able to forward calls to another device, in this case my iPad. It looks different from the phone app on the iPhone itself, but it's expected.
