It does appear that either off or on things now seem to be correct with the app library .. I sure hope so as that was super annoying ..

Around mid August I decided to perform a complete reset of all settings, so not erasing the phone and setting up as new, but just resetting all settings. After I did this, I had no more App Library issue. Then a few days or a week later as I was still adjusting various settings, I came across an item in Settings > Accessibility > Keyboard and Typing, it is under the heading “Hardware Keyboards” and it is “Full Keyboard Access”. The explanation underneath says “Use an external keyboard to control your iPhone” and after my reset this was set to off. Since I do occasionally use a Bluetooth keyboard, I thought maybe I should turn this on and as soon as I did and did a swipe up from the bottom to go back to my home screen, I heard “app library”. I turned it off again and no App Library. So, there you have it, if anybody has the App Library issue and this is on, turn it off and all will be fine. If apple has fixed it so this can be on and not cause the app library issue, then all the better, but since mostly what I do with a keyboard is just to type, I am going to leave it off. Even after moving to a 17 Pro it followed along with me, but today after installing the newly release beta it seems to be fixed.
