I havre experienced that very same problem on the iPhone se 3. It’s not always present, but when it shows up, what a pain!! I checked setting per a message from Jenny and discovered that I did in fact have it turned off. I also had it before updating to software version 26. I think I first noticed it after downloading an app called speakaboo. I ultimately removed the app from my phone, but the speaking bar rears its ugly self from time to time. Any other possible solutions to getting rid of it forever?
