I've reported to Apple Accessibility that VoiceOver no longer speaks the Emoji after you tap on it to insert it into a text or email. The Emoji is inserted which I found out because the person I sent it to saw it in their text. I would encourage everyone having an issue with Emojis to contact Apple and give them examples.
