I would contact Apple directly on this one. I use Voice Memos for audio and immediately when I finish, I share the recording to my OneDrive and delete it from Voice Memos. Or, if I am out and about when recording, I share to OneDrive when I get home so I am on Wi-Fi.
It does default to iCloud Drive, but there may be another app that records only on the phone.
