I would contact Apple directly on this one. I use Voice Memos for audio and 
immediately when I finish, I share the recording to my OneDrive and delete it 
from Voice Memos. Or, if I am out and about when recording, I share to OneDrive 
when I get home so I am on Wi-Fi.

It does default to iCloud Drive, but there may be another app that records only 
on the phone.

calls, but all videos and audio, to something else that's not the default 
"Downloads" folder, dus avoids automatic iCloud sync?
