My reading of that is that there was a bug that if you deleted something from the wish list, you couldn't continue reading the wish list or something. But to be sure just write them directly at nlsdownl...@loc.gov and they will expain. They are very helpful. I wrote and thanked them  fixing the bug with headphone not made by Apple, which I was dealing with.
