This may take some trial and error, but you want to share the recording to your Dropbox.
When you do that, you will likely be asked to pick a folder, so you may want to create a folder or see what is offered by default. Once the file is on Dropbox. Open Dropbox, open the folder where the file is, and then you want to share a dropbox link to that recording. I usually do this from my computer, so I can copy the share link into a text editor and change the last digit which usually is a 0 which only allows the person to play the file to a 1, which allows the person to download the file when they click on that link.
