I did read the help in the app itself and it's very vague I'm afraid.
However I didn't see the notice re the updated app.
Things are clearer now.

When Seeing AI received a big update a while back it was very specific
in pointing out that several features were combined to simplify the app.
Short Text is still the default, but it is part of the Read tab. If
you do nothing but open the app and point it at text, it will read it.
If you double tap on the document button, it will take a picture of
the page and read it, and so on. The helps within the app are very good.
