Is there any chance that someone hates Mark for what ever reason? So this is maybe just a way to sabotage his list for some kind of pay back?
What would happen if Mark just stopped aproving new members for a few weeks. Maybe the person doing this would get tired of getting rejected when they try to join. Maybe we could get a few weeks break.
